Corsicana —
Navarro County Commissioners will consider action on petitions for two different proposals for Emergency Services Districts when the court meets at 10 a.m. Monday.
An Emergency Service District — or ESD — is authorized to collect an ad valorem tax to help fund emergency services in a specified area. They are not “fire departments” as such — but rather a method of providing funding to participating volunteer fire departments within the taxing area.
Two separate ESD proposals are before the court — ESD No. 2 proposes providing fire and medical response support to an area in southern Navarro County incorporating a large part of the Richland-Chambers shoreline and its developments. ESD No. 3 is a smaller area, based on the boundaries of the Mildred Independent School District, and proposes to provide support funding for fire protection services in the area.
Both proposals had appeared before the court for its action previously. Commissioners last asked for more time to study the two proposals to determine what action it would authorize. Commissioners can either approve placing one or both proposals for an upcoming ballot, or choose not include them.
Other agenda items for Monday’s meeting include:
• Consent agenda.
• Consideration of burn ban.
• Presentation of TEX-21/Corridor 287.
• Consideration of authorizing county auditor to go out for bids for reconstruction of a portion of SE CR 2240.
• Consideration of June 2012 Tax Collection Report by Russell Hudson, County Tax Assessor-Collector.
• Consideration of May 2012 Treasurer’s Report by Frank Hull, County Treasurer.
• Consideration of approving Navarro County Application for Employment. The application will be applicable for all offices except the Sheriff’s Office.
• Consideration of accepting contracts for office security with ADT Security Services, Inc., aka Tyco Integrated Security LLC (Tyco) for Auditor, County Clerk, Tax Assessor-Collector, County Treasurer and District Clerk.
• Consideration of authorizing county auditor to go out for bids for the 2013 fiscal year for auto parts, culverts, box culverts, fuel, road materials, hauling, and dust control polymers.
• Consideration of approving budget increase in Justice of the Peace Technology Funds of up to $15,000.
• Consideration of approving petition for ESD II.
• Consideration of approving petition for ESD III.

Grand Jury: Houston area rapper indicted locally on drug charges
A multi-platinum selling rap artist from Houston was indicted Thursday by the Navarro County Grand Jury during its May panel. Wesley Eric Weston, known professionally as “Lil’ Flip,” was indicted on charges of possession of a controlled substance over 400 grams. Fire Marshal's Office: Panel had blast site access
AUSTIN — The Texas State Fire Marshal's Office says a federal safety panel's investigators had access to the site of the West fertilizer plant blast that killed 15 people and injured about 200 others.
