The Texas Department of Public Safety has designated a sexually violent sex offender from Dallas with ties to Corsicana as one of the most wanted fugitives in the state of Texas — and increased the reward for his capture to $5,000.
Billy Twayne Gibson, 33, is a civilly committed registered sex offender who cut off his ankle monitor and fled from the Wayback Halfway House at 899 North Stemmons Freeway in Dallas early Saturday morning. Authorities then issued an arrest warrant for failure to comply with civil commitment requirements, which is a third-degree felony.
With the help of the Governor’s Criminal Justice Division, his reward was increased from $1,000 to $5,000, and DPS added him to the Texas Most Wanted Fugitives list.
Gibson has a long, violent criminal history, including sexual assault of a child and aggravated robbery. Authorities say he should be considered armed and dangerous, and anyone helping him could face criminal charges.
Gibson will also be featured at the end of the America’s Most Wanted TV program this weekend and is presently featured on the show’s Web site at www.amw.com.
Gibson has numerous ties throughout North Texas, including Corsicana, and possible ties to Miami and Chicago.
Gibson is 6 feet 3 inches tall, weighs 250 pounds, and has numerous tattoos on his arms, legs and chest — including a red “Playboy”-style bunny tattoo in middle of his throat. He has brown eyes and black hair. In the past, Gibson has gone by multiple aliases, including Billy Bruton, Tuloo Gibson, Joseph Mohan and Tulu.
Anyone with information about Gibson’s whereabouts who wants to collect the reward — without giving their name — can call 1-800-252-TIPS (8477) or text the letters DPS — followed by the tip — to 274637 (CRIMES) from a cell phone.
